NEA boundary noise limits in Singapore, explained

Every industrial premises in Singapore has a legal noise limit measured at its property boundary, not at the machine. Here's what the regulation actually requires, and how it's assessed.

What the regulation covers

Boundary noise from factory premises is regulated under the Environmental Protection and Management (Boundary Noise Limits for Factory Premises) Regulations, administered by the National Environment Agency (NEA). The limit is set at the boundary of the affected premises — the property next door, not your own — and varies by what kind of premises that neighbour is and what time of day it is.

This is a different framework from construction noise control (which covers temporary works) and from workplace noise exposure (a worker-safety standard enforced separately) — boundary noise limits apply to the ongoing operating noise of a factory or industrial premises.

The actual limits

NEA publishes permissible noise levels as an equivalent continuous noise level over a 5-minute measurement, broken down by the type of premises affected and the time of day:

The lower limit at night reflects that the same physical noise level is more disruptive outside working hours — a factory backing onto a residential block has to control its noise significantly more tightly after 11pm than during the day. How compliance is assessed

Compliance is checked by measuring actual sound pressure levels at the affected boundary, not by inspecting equipment specifications. That means the same machinery can be compliant on one site and non-compliant on another, depending on distance to the boundary, intervening structures, and what's on the other side of the fence. A desk-based estimate is not a substitute for a real measurement.

If a boundary measurement exceeds the applicable limit, NEA can issue directions requiring the operator to reduce the noise, with escalating enforcement for continued non-compliance.

The limit that applies to you is set by your neighbour, not by you: a factory whose noise reaches a residential boundary must meet the residential limit — not the higher factory-to-factory limit — even if the site itself is zoned industrial.
